Food, water, clothing, and other life essentials go into the main part of a bug out bag. You will need to stop somewhere to eat, and that means your food and other supplies don't need to be within easy reach.

#5—Self-Defense and Tools
If you can keep a knife or a gun in your bag, then that would be great. Just remember that there will be checkpoints and the military and police will most likely confiscate those items during a lockdown.
You can get a tactical flashlight, pepper spray, brass knuckles, or even just a multi tool that you can hold in your hand.
Other than that, you will also need a fire starter kit and a water filter. Yes, you will run out of water eventually so you need a filter so you can be sure that you're getting clean water where it is available.

Those are the basic stuff that you need in your bug out bag during a pandemic. There are some other things that you should add like money, properly arranged so you don't need to pull out lots of money in public. You also need your identification and other important documents, battery packs for your phone and chargers too, and a book or anything that can serve as a form of entertainment.
One final rule is that you shouldn't make your bug out bag too heavy. You will replenish your supplies along the way anyway so there's no point in trying to bring everything.
