Its been 50 years since Medicare began serving US citizens and non-US citizens that legally resided in the country for a minimum of 5 years. In those years, Medicare was able to render service to 55 million.
The majority of the 55 million beneficiaries were seniors who were/are already retirees. Medicare also helps those who have disability and kidney problems regardless of their age. The beneficiaries enjoyed Medicare Part A which is the basic benefit they can get once enrolled in the program.
While you are still young and employed, applying for a health insurance such as Medicare can help you deal with future hospitalization and medication costs. That is why it is worth knowing what its basic component is all about.
Premium Payment
There is no need to pay premiums for Medicare Part A provided that you meet its one condition: you or your spouse paid for Medicare taxes while you are still employed. This is referred to as premium-free part A.
If you dont pay for such taxes, you have to sign up in Medicare and pay monthly premiums for the insurance coverage you like. If you want to sign for part A, you have to pay $411 a month. The amount of monthly premium used to be $407 but this was updated into $411 recently.
Hospitalization Benefits
Medicare Part A allows beneficiaries take advantage of subsidized hospital services such as doctor consultation, laboratory tests and surgical operations. Providing medical equipment such as walkers and wheelchairs are also part of hospitalization benefits from part A. Hospital admissions are subsidized as well. The hospitalization benefits extend to admission in a semi-public room and the food provided therein.
Hospice Benefits
Under Medicare Part A, hospice admissions are technically free-of-charge. Grief counseling services and pharmaceutical products are given for free to hospice inpatients as well. But theres a catch: the physician of an inpatient must state that the latter has terminal illness and only has 6 months or less to live before he can be admitted to the hospice. In case an inpatient requires respite care and outpatient medications, he will be responsible for the payment of those.
Limitations
As of 2014, Medicare shoulders $304 of hospital costs of an inpatient for one day. However, this benefit is only limited to 90 days. If an inpatient stays in the hospital beyond 90 days, he has to pay for 100% of the expenses. He has the option to use his 60-day lifetime reserve though. With this option, the inpatient can ask Medicare to provide subsidy for 60 more days in the hospital. The inpatient can also save the 60-day lifetime reserve for some other time.
Penalties
Hospitals are discouraged from readmitting their patients within 30 days after being discharged. When they do, the medical institutions receive penalties. Under Medicare Part A, the federal government could ask the hospital to return all initial payments for the hospitalization costs of beneficiaries involved. Aside from that, the medical institutions are required to pay a penalty worth 4 to 18 times the initial payments made.
