The prescription drug benefit for Medicare, also known as Medicare Part D, is a program enacted by the US government to subsidize costs not only of prescription drugs, but also of drug insurance premiums. It took effect on the 1st of January, 2006 and is still currently in place.
Who is Eligible?
You�ll be qualified for prescription drug coverage as long as you�re signed up for Medicare Parts A or B. You can be covered regardless of income, and you don�t have to undergo any physical examinations. Denying someone of the coverage shouldn�t be because of health reasons, or frequent intake of prescription drugs.
Signing Up for Part D
It�s recommended to sign up for Medicare upon realizing you are eligible. Signing up is voluntary for most, but will be required if the need to get your prescription drugs arises.
If you already have a current company providing drug coverage that�s probably better than Medicare�s, then you don�t have to get enlisted. On the other hand, if you don�t have an equally good drug coverage, you have to sign up. If you delay signing up, you will be charged a penalty for being late.
If you don�t need prescription drugs at this point, then you can still go for Medicare Part D. It works like your typical insurance � you buy it so that it�s there when you need it.
How will you sign up if that�s the case? Easy. You can just go for the plan with the lowest premium. This ensures you that you don�t have to spend a lot, but already have a plan ready should you need it.
Plan Choices & Coverage
There are different drug plans available depending on where you live. Drug plans include stand-alone plans (i.e. statewide and nationally available plans for those in the usual Medicare program) and local and regional Medicare Advantage plans with combined drug and medical coverage in their benefit packages.
Every plan has its own roster of covered drugs, and those belong in different tiers. You will be notified about any changes taking place in this roster � also known as the formulary � not less than 60 days before the change takes place.
Costs vary per tier � those in the lower tiers will cost less than those in the higher tiers. If you suddenly needed drugs in the higher tiers, then what you can do is to ask for an exception for lower copayments.
�I can�t afford it.�
You don�t need to worry if you think you can�t afford costs associated with Medicare Part D. There is a special part in the program known as Extra Help, which gives continuous drug coverage with low prices to those who have limited savings and income.
Aside from Extra Help, there are other state assistance programs that give the same or even better help.
How Premiums are Paid
You can settle the premiums by either having the amount deducted from the monthly check given by Social Security, or having it paid directly to the drug plan by electronic bank transfer or check.
Current Plan D clients actually suggest paying it by check or bank transfer, especially if you�re inclined to change to a different Part D plan later on, as Social Security may not deduct the right amount at the right time.
