The way Internet Speedway markets their offer is to up sell or back sell items you need beyond the intro $10 cost. This is totally legit marketing and how many other online businesses work. Offline is the same. We need to build trust with our sales prospects so this is a great way to build trust, then offer the back end "high ticket" product.
