The purpose of this letter is to express concern regarding the recent actions of the Bulgarian Volleyball Federation, which display blatant disregard and, indeed, contempt, for the best interests of the volleyball game and its fans in Bulgaria.
Since the rash (as publicly admitted by Engineer Dancho Lazarov) dismissal of Bulgaria's head coach Radostin Stoychev, the public and the media in Bulgaria have witnessed unprecedented "sporting" behavior on the part of the Management of the said Federation.
The decision of the Federation Management to dismiss Radostin Stoychev led to a serious disruption of the training process of the Bulgarian Men's Volleyball National Team. In addition, Matey Kaziyski, a key player on the team, resigned as a direct result of the actions of the Federation.
Fans of the team disapproved of the actions of the Federation and issued a petition, collecting 13 285 online signatures, and 8 020 pen and paper signatures, asking for the resignation of the Federation Management. We also carried out multiple protests with the same purpose. This was met with words of contempt and insults from the Federation. Dancho Lazarov, president of the BVF stated: "I don't care about the fans protesting. Let them leave the hall empty for the World League, if they want". He also used a multitude of insulting names, which, out of good manners, we find only proper to leave out of the present letter.
The social uproar, ensuing from the words and actions of Lazarov and the Federation Management, led a Parliamentary Commission to start an investigation into possible violations of the Sports Law, including violations of the Sports Ethics.
In addition, the Ministry of Finance of Bulgaria is currently investigating "inadequacies" in the financial matters of the said Federation.
After inspecting the financial reports of the Bulgarian Volleyball Federation for the last years, the top sponsor, followed by another six sponsors, all withdrew their support from Bulgarian volleyball citing "shocking" discrepancies and a disturbing "lack of transparency" in the documents. Another major reason for the withdrawal was their concern over very likely damage to their companies' reputations.
Neither the fans' protests, nor the state's and businesses' concern and advice expressed officially and through the media succeeded in forcing a change in BVF's behavior towards the issues.

All said above leads us to believe that the actions of the Bulgarian Volleyball Federation are in direct conflict with the Objectives of FIVB Development, as stated in the Volleyball Cooperation Programme Regulations. We believe that the Bulgarian Volleyball Federation is unable to create the conditions under which the Bulgarian Men's Volleyball National Team is able to express its potential in the finals of the World League and the Olympic Games. We believe that with its behavior, the Bulgarian Volleyball Federation cannot motivate children and young people to be interested in volleyball.
We also strongly hope that you will take action and show your disengagement from the action of the managing council of the BVF.
We believe that you will prove that the FIVB aims for the highest standards, both on the field and off, and that it works towards increasing the popularity of volleyball through the beauty and purity of the game.
As (still) fans of the great Volleyball Game, we express in advance our concern that you, personally, as guest to the World League Games in Bulgaria, should misinterpret the fan's behavior and actions. None of our future public actions will be directed at you or the organization you are entrusted with. Engineer – as he insists on being called – D. Lazarov, however, will continue to be the target of our social unrest as long as he taints the name of Bulgarian Volleyball.
