Being told that you have to pay for essential, professional care that you, your partner or parent need, can be a hard knock at a time when stress is already the prevailing factor. You are worried about your own or your loved one's health, concerned that the care they have is appropriate, dealing with paper work and officials, phone calls and perhaps a confused relative, then you are given this news:
'I'm sorry but the results of the medical assessment means this care will fall under the heading of 'social care' and the fees will be between 600 and 1000 pounds per week depending on which nursing home you choose'.
What does one say to an added burden of that amount to one's bills each week? Usually it's
'I'm sorry but I haven't got that sort of money'.
The only choice for people with assets above a certain level, especially when their income is very limited, as it is with most pensioners, is to sell their home. It has been estimated recently by the British Government's Health Ombudsman that the number of ordinary people signing over their homes to pay these unaffordable charges or cashing in their trust funds to pay back council or private care homes, has reached the staggering number of between 400,000 and 800,000 individuals that may qualify for refunds from a pot of 11 Billion set aside to pay back these unfortunate families.
So many stories abound of partners reduced to poverty after emptying life savings accounts or families hit with bills of many thousands of pounds after a parent has died that it seems to some inevitable that they will end their life stripped of all that they worked for and hoped to pass on to their children. We are not talking about people with private health care arraignments or large pensions that might bear the strain of a # 1000 per week invoice for personal care costs. No, it is Mr and Mrs Average who are hit the hardest; our elders, who may have lived through the hardest times in British history, that are now being charged for their care. As if they haven't already given enough through a lifetime of fighting for their country, paying taxes and looking after others! Now that they are frail and weak shouldn't we be looking after them?
Thank goodness there is no longer any need for all the pain and heartache that goes along with a decision to sell the family home. Now that the Ombudsman, after researching the matter in detail, has reached the conclusion that anyone with a medical need should have their nursing care fees paid for, the NHS has put aside 11 billion pounds to refund fees to people who have already paid for their care or, if they are deceased, to their legal executors. There is a catch of course, it is only refundable back to 2004 and must be claimed before September 2012. Let's hope that from now on we treat our most senior citizens with a little more respect and consideration.
