Creating a speech is one and delivering it is a totally different thing. When creating a speech, the skills one needs are skills in writing, in thought coordination, in usage of words, in expressing a raw idea and the like . If a person has a wide vocabulary and knows how to use and play with words, and have knowledge in the do's and don'ts of speaking publicly, then he can be a good writer of speech.
On the other hand, public speaking is a totally different thing. What is needed in public speaking is the ability to deliver, memorize at some point, to make pauses where there should be pauses, to stress words and phrases that are important or to do the same by making one's voice softer to put extra stress. Public speaking should be done in consideration of the audience, the cause, the moment.
It is not that the audience have to be pleased. Rather, they have to be able to understand what the speaker is trying to say. If this part is not achieved then the whole point of the speech will be rendered useless. Contrary to other situations where the important thing is that one feels good about himself, where other people's opinion are not important because it is impossible to please everyone ... This is not the case here.
In public speaking what's important is the audience. The point of the speech is to say something to the audience. The object is the audience. They are the important factor. Pleasing them is not even of bearing. They are entitled to their opinion regarding the matter. No one can deprive them of that right. But sending them the message clear is a different thing. Public speaking is about being able to relay such message, and what their opinion about that message is their own privilege.
Interpretation is a different question. A public speaker must target that all his audience have the same interpretation of the speech. This is where the skills of the maker of the speech come in. The creator of the speech whether he is the speaker or not must be able to create a speech that uses a universal language. Such language does not necessarily have to be in English. Universal language means the language and the tone that will be easily and commonly understood by most, if not all, of the people in the audience.
Using a universal language should not be interpreted in its literal meaning. Universal here means in relation to the audience. It is not only about the language used but also the use of the right and most effective words and phrases. Using the right and most effective words and phrases means using, in the speech, those that will best convey the idea that is supposed to be sent across the listeners.
Bottom line is, to create an effective speech, there should be a great writer and a great speaker.
