The construction of fences around swimming pools is grounded on the requirements for safety and security. In terms of materials, all fencing projects for swimming pools are required to be constructed as a complete barrier which cannot be climbed over by people, especially children. The fencing material itself must be made from durable materials, such as steel, tubular steel, etc. Fence construction materials should not be affected by the elements, chemicals used in the pool, pollution in the atmosphere, insect attack, natural decay, exposure to ground water, as well as normal wear and tear.
In terms of vertical height, fences should be at least 1.2 m above the ground surface. In cases where the ground level at the neighbors' side is uneven or a non-climbable object is in the way, a 90 degree arc of 1.2 m is required to give a clear span towards ground level.
Regarding spacing among adjacent members, it should not go beyond 100 mm. Ground clearance which pertains to the space between the bottom of the gate or fencing and finished ground level should not be more than 100 mm. Meanwhile, any projection or indentation on the outside surface of the fence must be not more than 10 mm. If the projection is unavoidable, it is recommended that a space of 900 mm at the least be provided. If the fence is made to lean, it should be leaning at a maximum of 5 degrees away from the swimming pool.
Any part of the fence that could be used for climbing over should be placed on the inside of the fence to deter climbing from the outside. Likewise, for parts which can be used for climbing on the inside portion of the fence, it recommended to use the appropriate shielding to remove possible foot, toe, and hand holds. As for the gate, it should swing away from the pool.
For added security, all gates are obligated to use a self-closing mechanism which allows it to close automatically. The mechanism should be designed in a way that it will not easily disengage itself when moved. In addition, the overall design and construction of the fencing project should be free from projections, sharp edges, and similar defects. Each component of the fencing project is required to be tested for damage, loose parts, deformities, fractures, and mechanical failure.
