Most fencing work in the City of Perth does not require a permit from the city. Front fences is defined as the fence situated between the middle of the road and the front area of the property or house. Permission is not needed if the fence to be constructed is visually permeable above the natural ground level. Being visually permeable requires that the vertical surface of the fence has continuous vertical gaps with a minimum measurement of 50 mm. In this case, the fence should be less of a distraction and should provide a decent view of the other side.
On the other hand, permission is needed for front fences when the builder cannot meet the abovementioned conditions. In addition, permission should be sought when the fencing work to be done is situated along the city's primary and district distributor roads.
For fences next to driveways or on a street corner, no permit is required when fences constructed are not higher than 0.75 m and are located within 1.5 m where fences connect to vehicle access points. This also applies to situations where adequate sightlines are required at vehicle access points.
For side and rear boundary fences, permission is not required for fences up to 1.8 meters in height. Permission should be sought when constructing fences more than 1.8 meters high. Moreover, permission will only be granted if the review process determines that such a structure will not negatively affect any adjacent property or building.
Under certain situations, a building license is required instead of a permit when constructing a fence. When a boundary fencing project requires the use of Colorbond metal or wood, there is no need to acquire a building license. However, a Building Surveyor should be consulted to make certain that the materials to be utilized are compliant with building requirements.
When the fence to be constructed will use face brick, rendered brick, limestone, and other similar material, a building license is required . An application for a building license should have the following requirements filed: full building specifications (including materials); construction details; and additional drawings indicating fence dimensions. In addition to these guidelines, local law also prohibits the use of barbed wire, broken glass, iron spikes, and similar objects on any wall or fence unless permission is granted.
